TNT Minecart Explodes When placed on rails i tried multiple times still happens

What I expected to happen was me be able to push into a hole off a track
Describe what you thought should happen here

What actually happened was i placed the tnt cart and the BOOM!
Describe what happened here

Steps to Reproduce:
1. placed tnt on normal rail
2. Touch It
3. BOOM
4. Rage Quit
