Tall_Flowers Bug

The Bug:
What I expected to happen was...:
Destroy a Tall_Flower block

What actually happened was...:
If i destroyed the Tall_Flower block, there rapidly spawns a Peony (Flower) on the highest point (1 block of the ground). It goes away as quickly as it came. It does not happen with normal flowers 1 high.

Steps to Reproduce:
1. Smash a Tall_Flower (any kind) block
