No hat layer in pre-1.8 server with 1.8 client

While connecting to a pre-1.8 server that doesn't support the new skin system with a 1.8+ client skin layers do not render properly.

The only layer that can be affected is the hat layer and it does not appear client-side or server-side with default texture pack, and any video settings.

Connecting to the server with a pre-skin update client allows the rendering of the hat layer and this continues to be a problem up to the current pre-release.

The Screenshot in the nether was 1.8/1.7.10(results the same) and the hat layer is visible in SINGLEPLAYER

The two other screenshots in a server lobby where the server wasn't 1.8 and the one without the hat layer was a 1.8 client while the screenshot with a hat layer is a 1.7.10 client
