Comparators and torches work at different speeds.

Comparator feedback clocks and redstone torch feedback clocks emit pulses at different speeds. They should be the same speed, since the same basic thing is happening. To replicate, just make a clock of each type, and start them at the same time. The outputs will not be synchronized.
