Splash/drinkable/lingering potion effects are ambient if applied while ambient effect is on player already

To reproduce:

1. Place and activate a Speed I beacon. Observe how the status effect in the top right corner has a blue outline and the speed potion particles are barely visible.
2. Drink a Speed I potion. Observe how the status effect in the top right corner still has a blue outline and the speed potion particles still are barely visible.
