Summoning armor stands with a hopper on the head uses the Item rather than the block

When using the following command

/summon ArmorStand ~ ~1 ~ {ArmorItems:[{},{},{},{id:hopper}]}

It will summon an armor stand with a hopper item for a head, rather than the hopper block.
