Nether portal travel.ogg sound not playing

Long ago, back in Beta, there used to be a travel sound when seeing the loading screen you get from traveling to/from the Nether. That sound doesn't play anymore. travel.ogg is the name.

I expected the sound to play; it didn't.

Steps to Reproduce:
1. Step in portal.
2. Wait for the loading screen.
3. Observe the absence of the sound.

I took the sound from an older version and attached it.
