"Clothing" skin does not display.

Outer layer "Clothing" skin does not display. Issue is persistent despite reloading Minecraft, deactivating resource packs, toggling visibility of outer layer sections and re-uploading skin (from PC and from iOS app Skin Studio). I found a couple of other bug reports about this issue, but they were for pre 1.8 snapshots and marked as resolved. Attached is png of skin used, to verify correct formatting.
