Hunger Bar wont go up

I made a world on Creative, but after a while changed it to survival, but when my hunger went down to 0, my health started going down, but when i ate food, it used the item, but it didnt fill up my hunger bar, and i kept losing health, i tried different foods, and even tried commands (/effect @p minecraft:saturation 1000 2) but nothing happened i kept starving to death, i tried restarting my computer, but still the problem persisted.
