Chat messages show after death independent of chat setting

The bug

I had my game set to Commands Only, and I died while I was in a mineshaft. Well, chat messages started showing after I left the death screen. I could see other players chats after I hit respawn, but it stopped for a second.

How to reproduce

1. Set chat to "Commands Only" in chat settings
2. Enter the following command into a powered repeating command block:

   execute as @p run say Test

   →  No messages appear in chat

3. Ensure your spawnpoint is nearby:

   /spawnpoint

4. Die and respawn
   →  Chat messages are now visible
