Flowers and Tall Grass do not drop when breaking the block under it

I was Playing in my creative world I broke a dirt block under a flower but the flower wouldn't drop for about 26 seconds.
I don't know if this is in the game or a bug.
email me if this bug or it was suppose to be in the game or am I lagging like crazy.
