Huge momentary block lag when placing a block

Recreate using:

• go anywhere on a server with a void world
• type this command: /fill ~ ~ ~ ~40 ~ ~40 quartz_block
• go to roughly the middle of the area
• break one block
• replace the block that is missing
  • you will get huge lag for around half a second, as will everyone else on the server

If you make the area of blocks two high this does not occur.
