Banner designs not showing

The New addition of banners are supposed to have a design on it after when it's crafted with materials to get the design. For whatever reasons, I cannot see the designs themselves, even on singleplayer. I have correctly followed the crafting guide, and all I see is just blank white banners. On a server, my friends can see the designs, but I can't. Even though my resource pack is set to default, the banners remain blank white. Attached is a screenshot of the server I go on. All I want to see are the nice designs, not blank whites!!!!
