Villages all messed up

I noticed in my screen-shot for MC-6951 that the torches that spawned with the village were floating. While attempting to reproduce the issue in 13w02b the villages I found were all kinds of messed up. Most buildings spawn half cut-off Some not at all; just dirt squares on the ground with doors at the edge. Some of the gardens had holes sporadically through them - like a checkerboard. This was all in a superflat world

To reproduce start a superflat with default settings using the seed in the screenshot, and go to the coordinates (also in screen cap)
