Can't open specific chest on server

Whenever I go on to my sisters server on a world she created there is always
one chest I cannot open (always the same chest every time I log in to that world) but everyone else can. No one else on the server has this problem. After seeing another almost similar issue on this forum I think the game might be getting the private and public ids mixed up,maybe? From what I have seen version 1.8 has not fixed this problem but I have not had a chance to test it yet.
Why does this happen?
