Mining activator rail isn't boosted by pickaxe

What I expected to happen was...:
Pickaxe is proper tool for activator rails like other rail types, therefore they should be mined by pickaxe faster.

What actually happened was...:
Activator rails are removed with any tool at the same time.

Steps to Reproduce:
1. Place some activator rails
2. Try to mine them with different tools
