/fill command bug (levers)

I was messing around with the fill command. I used this command:

/fill ~5 ~5 ~5 ~-5 ~-5 ~-5 lever 0 replace air 0

The fill command don't work normally; it didn't filled the whole area and a strange feedback was given.

PS: I was standing on the red wool block.
