Creepers sometimes destroy blocks while in water

When creepers are in a water stream they sometimes will break blocks with their explosions. This mainly happens when the water is anywhere on their body besides their feet.

How to replicate: place a creeper in a water stream one block thick (as pictured) and activate the creeper. More often than not, the creeper will damage blocks despite being in the water.
