Can't change skin on version 1.7.5 and older

From August 27 to try to change the skin, as the old tired, the third day trying to load a new skin, but still see my old. On the new versions above 1.7.5 shows the new skin, but at the moment I do not want to move to version 1.7.5 above, since it does not have for me plugins.
Will there be a change of the skin on the older versions or older versions will not be able to change the skin?
