New Texture Pack System Not Working

When I log in using the new snapshot, all textures that use the new system don't work. When you are logged in all the items and terrain is just white. It doesn't effect the chests. I've checked the jar, the files are all there, for some reason it doesn't realize this. This sort of thing has occurred before; when they first released the witch, that file was also just white. That was fixed so I'm hoping this can be fixed too.
