Plants 2 Blocks high from Old worlds break

When I uploaded a world from 1.7.10 to the 2nd pre-release for 1.8, all plants 2 blocks high were missing and/or broke. Also when placing the tall bush, it flickers a placement of Peony, then vanishes.
