Wither Skeletons constantly getting light on fire then diffusing in daylight.

When you summon a skeleton via /summon Skeleton ~ ~ ~

{SkeletonType:1}

in the overworld, the skeleton will be continuously start to burn in the daylight then diffusing. I remember this issue around Zombie Pigmen before, is this a coding dupe?
