Cannot summon Withers, Iron Golems, and Snow Golems

Tried summoning a Wither with Soul Sand and Wither Skulls

Did not summon. This is also a issue w/ Snow Golems and Iron Golems and there recipe

Note: Difficulty was above Peaceful
