Lever placement un upsidedown stair blocks

I placed an upside-down stair block (quartz) , then I tried to place a lever on the top surface. It placed the block, but when I caused a block update it disappeared.

To create this bug:
1. Place a stair block upside down. (I used quartz but I have not tested it with other blocks)
2. Place a lever on the top surface of the block.
3. Cause a block update
