2-high flowers broken in world conversion from 1.7 to 1.8

I converted a 1.7 world to 1.8 and all of the 2-high flowers only show their bottom half and sometimes pop out of the ground. I've noticed that the ones that pop out of the ground all had a torch next to the upper half. When I re-place the flower on the block it appears correctly.
