(Bug Reporter) Attempting to scroll through labels closes the "Labels" tab without labeling

If you click on the scroll bar in the "Labels" selector or the up and down arrows on the bar, it will simply close. For people who do not have a mouse, this makes it impossible to select correct labels. I apologize that this is in here, but you can't report bugs about the bug reporter.
