Any item can have any enchantement with anvil

Any item can have any enchantment (Not like Sharpness V & Smite V) by using enchanted book.

EDIT 1: Does not work in survival.
Also if you rename non-enchantable item and add enchanted book to it, it will waste that book and give you item without enchantment. (survival only)
