Cut/Copy function updates clipboard even if nothing is selected

In chat:
1) Copy some text to fill the clipboard.
2) Paste text.
3) Without select anything, press cmd+X
4) Paste text. Nothing happens because the clipboard was updated when it shouldn't have been.
5) Repeat steps 1-4 using cmd+C instead.
