Nether Mobs, Such as Wither Skeletons or Blazes Do Not Naturally Spawn In Nether Fortresses

I went to my local Nether Fortress to go wither skeleton farming. However, even though I provided optimal spawning conditions, I did not see any wither skeletons or blazes that spawned (I did not see blazes in the fortress that should spawn without a spawner).
