Witch in derailed minecart doesn't react when shot

When a witch entered my minecart and pushed it down an unfinished track, it derailed. While I was shooting her with a bow, she stood still in the minecart, rather than flee or fight back. She was facing me, I wasn't at all concealed, and finding a path to me would have been easy had she first dismounted.
