14w33c - Shovel with Fortune does not pick up dirt, gravel, etc.

I have experienced the same issue with 14w33c.
Shovel with the FORTUNE enchantment does not pick up gravel, dirt, sand, etc.
Scouring the various minecraft wiki sites I see no mention of this behavior in past versions: if this were the normal behavior there would be many comments about putting the FORTUNE enchantment on a shovel.
Also, it seems odd that the FORTUNE enchantment on a shovel would change the shovel's basic function. This is not the case with the FORTUNE enchantment on a pickax. A pickax with the FORTUNE enchantment still retains the basic pickax function as well as benefiting from the FORTUNE enchantment.
