When mining a block with a sunflower on top it duplicates

When breaking a block with a sunflower on top you should just get that one flower back.

Instead i got two, i could then just plant the flower onto another block break it and get two more.

Steps to Reproduce:
1. Place a sunflower onto a block
2. i then used a efficiency 5, unbreaking 3 iron shovel on the block
3. receive 2 instead of on sunflowers
