Zombies and Skeletons burn up when NoAI is set to 1

When you summon Zombies and Skeletons with the NoAI NBT tag set to 1, the two mobs still burn up in daylight.

What I expected to happen was...:
The AI-less Zombie and Skeleton should not burn up in daylight.

What actually happened was...:
Instead, the AI-less Zombie and Skeleton will actually burn in daylight.

Steps to Reproduce:
1. Summon a Zombie using /summon Zombie ~ ~ ~

{NoAI:1}

or a Skeleton using /summon Skeleton ~ ~ ~

{NoAI:1}

2. Set the time to day to see the mobs burn.
