Noteblocks not working

Whenever a noteblock is right or left clicked, the sound does not play

What I expected to happen was...:
The sound to play on the noteblock.

What actually happened was...:
It made a faint clicking sound.

Steps to Reproduce:
1. Go into creative or survival on 1.7.10 - 14w33a
2. Place a noteblock
3. Try to tune or play the noteblock
