Powered rails do not power other redstone rails of another type (powered rails and activator rails)

What I expected to happen was...:
Powering one of the redstone rails would power rails next to them even if they are of another type.

What actually happened was...:
Instead, the rails next to the powered rail of another type don't get powered.

Steps to Reproduce:
1. Place activator rails and unpowered powered rails next to each other
2. Power one of them
