Entities with passengers cannot travel through portals

The Bug:

Entities with passengers cannot travel through portals.

Steps to Reproduce:

1. Build a nether portal, light it, enter it, and return to the overworld.
2. Summon an entity with a passenger by using the command provided below.

   /summon minecraft:spider ~ ~ ~ {Passengers:[{id:"minecraft:skeleton",HandItems:[{id:"minecraft:bow",Count:1b}]}]}

3. Push the spider jockey into the nether portal that you just previously built, in an attempt to make it change dimensions.
4. Take note as to whether or not entities with passengers can travel through portals.

Observed Behavior:

Entities with passengers cannot travel through portals.

Expected Behavior:

Entities with passengers would be able to travel through portals.
