/enchant + efficiency is not faster than without

I enchanted shovels with /enchant to get efficiency. but these shovels are as fast as shovels (same material) without any enchantment.
If I join another shovel with a efficency book, this shovels is faster than without an enchantment. I did this in Singleplayer.
