Golems don't spawn unless elevated by 1 iron block in their configuration

When attempting to create a golem using the 4 iron block and 1 pumpkin configuration, the golem does not spawn. There needs to be an extra iron block placed in the y-axis of the configuration in order for the golem to spawn (pictures explain it a bit better)
