Efficiency enchantments not working-no difference between Eff I and Eff V

What I expected to happen was...:
I tried to fast dig with my Eff V diamond spade

What actually happened was...:
Efficiency V enchantment wasn't effecting at all

Steps to Reproduce:
1. Take regular shovel and dig
2. Take enchanted Eff V shovel and dig
3. See the results
