Elder Guardians not appearing in Ocean Monument

I found a deep ocean in my world and an Ocean Monument in an earlier beta, 14w21b I think or so. I left It but now In the game I am prepared to tackle the monument. I went inside, and guardians are all over outside and in, but I cannot find a Elder Guardian. I have gone throughout the monument, and have not received mining fatigue either.
