Effect of enchanting doesn't work

When enchanting a tool, whether it is a pickaxe, shovel or an axe, the effect does not work.

For an example, when enchanting a pickaxe to Efficiency V, the pickaxe destroy blocks as slow as an unenchanted pickaxe.

This bug happened in Multiplayer.
