Failed to connect to server: Connection refused

I do not have a server. This has happened to me since 1.3. Anyway, whenever I try to log into a server, it displays the message: Connection refused: Failed to connect to server. I have tried connecting on multiple fast internet networks and computers, and has it never worked.
