Head Generating Bug

When trying to spawn in user heads with "/give username skull 1 3

{SkullOwner:*username}

, you are unable to spawn in heads of people whose usernames are entirely numbers. For instance, my friend named "1836839", when his head is generated in, I am given a Steve? head. No, it wasn't a typo, I've checked.
