/give command doesn't work with more than 64 items

The /give command has always had a 64 item limit. This was presumably because of MC-3444 which would allow invalid stacking of unstackable items. MC-3444 has been fixed in recent snapshots, but the 64 item limit has not, making it redundant now.

How to Replicate:
1. Open a new creative world with cheats in 14w32b
2. type in the command: /give @p <item> <number greater than 64>
3. The command will still fail
