Baby villagers display blocks on their head in the wrong location

To reproduce, run the following commands:

/summon Villager ~ ~1 ~

{NoAI:1,Age:-200}

and then
/replaceitem entity @e slot.armor.head minecraft:pumpkin

the pumpkin will be displayed around the villager's crotch. See attached screenshots.
