Tag NoAI Not Working for some Entities(Gravity and behavior)

the NoAI Tag is not Working for some entities:

EnderDragon: Not Working at all

ArmorStand: Still affected by gravity

FallingSand and Primed TNT: Still Affected by Gravity and exploding

How to do it: /Summon <entity> ~ ~ ~

Can add the tag Time:1 for FallingSand and Fuse:100 for PrimedTNT
