/testforblocks command broken again?

UPDATE: I figured out how to use the /testforblocks command. This is NOT a bug.

I'm trying to use /testforblocks, and I typed in the correct coordinates. If the space is empty, the comparators turn on. If I have something built on both, which are the same, it won't turn on the comparators. Is this a bug I'm experiencing?
