Netherrack not Cooking

I tried updating a multiplayer server to the latest snapshot. I noticed furnaces were not cooking properly. When Netherrack was placed into the furnace, it would still turn the furnace on and burn the fuel (charcoal), but the arrow would not fill and no nether bricks were being produced as expected.

Note: I could not recreate it in single-player creative.
