Friendly Mobs unable to jump when following (wheat, carrot, seeds. etc.)

When trying to get friendly mobs to follow you using wheat, carrot, seeds, etc. They cannot jump up blocks (even though they try) and have trouble moving in water. When their attention is not on a player, they can jump up blocks fine.
