Comparator output and powered redstone next to it

Normally the output of the comparator would be overridden by the powered redstone next to it but it isn't which is odd. (Look at buggy.jpg)
normal-behaviour.jpg shows what normally would happen in other redstone circuits e.g. by using a repeater instead.
